Worshipping- Weekly average worship service attendance of 2000 by 2009                         (Worship Ministry)	Different types of services at alternate locations and/or times. Strengthen prayer ministry. Practice authentic worship.
Leading-  Every member to lead at least one person to Christ by 2009 (Outreach Ministry)	Continue emphasis on programs for all ages. Teach how to evangelize. Encourage short-term mission trips. Utilize all programs to attract non believers / potential members.
Equipping- Increase the number of participants in spiritual development by 20% a year (Staff)	Potential members to complete a membership class. 60% of the members active in small  groups. Leadership development for Elders, Deacons and Ministry Leaders. Teachers complete “Training the Teacher”. Stewardship training Implement the Staff performance evaluation system. Mentor new members.
Modeling-  Achieve a balanced Ministry System, involving 60% of membership. (Staff & Connections)	Fully implement Ministry Teams. Increase number of Ministry Teams. Recruit & train ministry leaders. Develop structure for each ministry team. Integrate staff/ministry partnership. Conduct gifts analysis for members. Annual ministry fair. Increase focus on helping the needy.
Facilitating  and Supporting A - Facilities - Provide sufficient and quality space in current location to support future growth of FCC. (Special Task Force) B - Structure - By use of Biblical principles, organize to increase effectiveness of operation. ( Elders)  C - Finances - Obtain and manage money to meet the needs of a growing church. (Special Task Force & Finance Ministry)  D - Staff - A sufficient and qualified Staff to equip members to accomplish Purpose and Vision.
